Message / Change / Rot13

 Rot13 coded messages cannot automatically be           
 recognised. This enables the state of a message to be  
 switched between "Rot13" or "not".                     
                                                        
 For "Outgoing" messages, use Message/Outgoing/Change   
 and the "code" switch. Note PMs can only be coded if   
 a password for the recipient exists (even for Rot13)
